  • On October 06, 2011, Deputy C.R. Wright responded to a motor vehicle accident in the Ruther Glen area.  Upon further investigation, Bruce A. Hall, 52, of Woodford, was charged with driving under the influence, reckless driving, and drinking while driving. He was released on summonses and has a November 2, 2011 court date.

  • On October 06, 2011, Deputy C.R. Wright responded to a possible breaking and entering call in the Bowling Green area.  Upon further investigation, Jimmy L. Pucket, 19, Jeffrey S. Gantt, 18, and a 17 year old juvenile, all of Milford, were charged with breaking & entering, grand larceny, and conspiracy to commit grand larceny.  The two adults were also charged with contributing to the delinquency of minor.  Pucket and Gantt were both held without bond and have an October 12, 2011 court date.  The Juvenile was released to his parents and has a pending court date.

  • On October 1, 2011, Sergeant C.A. Heywood conducted a routine traffic stop.  Upon further investigation, Michael A. Hicks, 20, of Partlow, was charged with driving under the influence.  He was released on a $2,500 personal recognizance bond and has an October 12, 2011 court date.

  • On September 11, 2011, Deputy W.A. Greene encountered Todd E. Pristas, 33, of Ruther Glen.  Upon further investigation, he was charged with possession of marijuana.  He was released on a summons and has a September 30, 2011 court date.

  • On September 11, 2011, Deputy B.J. Sadler responded to a sexual assault call in the Woodford area. Upon further investigation, Douglas S. Sandbridge, 33, of Woodford, was charged with contributing to the delinquency of a minor, providing marijuana to a minor, assault, attempting to commit inanimate object sexual penetration, and aggravated sexual battery.  He was held without bond and had a September 13, 2011 court date.

  • On September 16, 2011, Deputy J.O. Cecil conducted a routine traffic stop.  Upon further investigation, Gary S. Baer, 38, of Medford, NY was charged with speeding and possession of marijuana.  A passenger in the vehicle, Joyce S. Makuloglu, 45, of Coram, NY was also charged with possession of marijuana. Both were released on summonses and have a October 10, 2011 court date.

  • On September 16, 2011, Deputy A.E. Smith responded to the Ladysmith area for a reported abduction.  Upon further investigation, William E. Cuellar, 41, of Acworth, GA, was charged with two counts of abduction, grand larceny, and preventing the summonsing of police.  He was held without bond and has a pending court date.

  • On September 16, 2011, Sgt. C.A. Heywood conducted a routine traffic stop.  Upon further investigation, William G. Dean, Jr., 29, of Manquin, VA, was charged with driving under the influence, refusal to submit test, and driving suspended.  He was held on a $1,000 secured bond and has a September 28, 2011 court date.  A passenger in the vehicle, Daniel R. Ingram, 26, of Manquin, VA, was charged with possession of marijuana and being drunk in public.  He was held on an unsecured bond and has a September 28, 2011 court date.

  • On September 04, 2011, Sergeant C.A. Heywood responded to a disturbance call in the Bowling Green area.  Upon further investigation, Richard F. Minor, 59, of Bowling Green, was charged with being drunk in public.  He was held on an unsecured bond and has a September 21, 2011 court date.

  • On September 05, 2011, Deputy B.N. Doucet responded to a disturbance call in the Milford area. Upon further investigation, Patrick G. Bowes, 41, of Milford, was charged with brandishing a weapon and reckless discharge of a firearm.  He was held on a $2,500 secured bond and had a September 7, 2011 court date.

  • On September 08, 2011, Deputy A.A. Lippa, investigating an incident that occurred on August 19, 2011, charged Katie M. Spencer, 21, of Fredericksburg, with possession of a controlled substance and possession of paraphernalia.   She was released on a $3,500 secured bond and has a September 16, 2011 court date.

Ryan encountered Stanley Byrd, Jr., 46, of Supply, VA.   Upon further investigation, he was charged with three counts reckless driving, two counts of eluding, drinking while driving, revoked license – habitual offender, impeding traffic, driving on wrong side of the highway, and failure to obey a traffic light.  He was held without bond and has a pending court date.

Carlson, 44, of Rappahannock Academy, was charged with unlawful entry and destruction of property.  He was held on a $1,000 secured bond and had an August 26, 2011 court date.

  • On August 22, 2011, Deputy K.H. Eichenmiller conducted a routine traffic stop. Upon further investigation, Michelle E. Maxwell, 37, of Milford, was charged with driving under the influence and refusal to submit test.  She was held on a $1,500 unsecured bond and has a September 2, 2011 court date.

  • On August 23, 2011, Deputy C.R. Wright conducted a routine traffic stop.   Upon further investigation, Ronald E. Wilson, 62, David L. Reavis, 27, and Leon Fields, Sr., 66, all of Richmond, were charged with possession of marijuana.  The three men were released on summonses and have an October 5, 2011 court date.

  • On August 24, 2011, Deputy C.R. Wright conducted a routine traffic stop. Upon further investigation, Darrell W. Durham, 22, of Woodbridge, VA, was charged with possession of stolen property, driving suspended, and reckless driving.  He was held on a $1,500 secured bond and has a September 2, 2011 court date.

  • On August 24, 2011, Deputy C.R. Wright conducted a routine traffic stop.  Upon further investigation, William A. Toney, 23, of Ruther Glen, was charged with possession of marijuana and driving suspended.  He was released on summonses and has an October 5, 2011 court date.

  • On August 25, 2011, Deputy M.J. O’Conner responded to call in the Milford area. Upon further investigation, Tania G. Williams, 32, and Arthur L. Carter, 54, both of Milford, were charged with reckless handling of a firearm.  Both were released on a summons and have a November 18, 2011 court date.

  • On August 26, 2011, Investigator B.L. Fedder concluded his investigation concerning a stolen property call in the Ruther Glen area.  As a result, Travis L. Lilley, 19, of Ruther Glen, was charged with grand larceny.  He was released on a $1,500 personal recognizance bond and has a September 2, 2011 court date.

  • On August 27, 2011, Deputy F.L. Brennan conducted a routine traffic stop.  Upon further investigation, Tonya L. Richmond, 38, of Milford, was charged with driving under the influence, no operator’s license, and dangling objects from mirror.  She was held on a $1,500 unsecured bond and has a September 7, 2011 court date.

Carter, 28, of Bowling Green.  Upon further investigation, she was charged with driving under the influence of drugs, driving revoked, hit and run, reckless driving, possession of a controlled substance, and distribution of a controlled substance.  She was held without bond and has an August 24, 2011 court date.

  • On August 20, 2011, Sergeant C.A. Heywood encountered David L. Rousey, 47, of Ruther Glen.  Upon further investigation, he was charged with being drunk in public, trespassing, and obstruction of justice.  He was held on an unsecured bond and has a September 21, 2011 court date.

  • On August 20, 2011, Deputy J.K. Miller responded to a disturbance call in the Rappahannock Academy area.  Upon further investigation, Rebecca A. Jones, 33, of Rappahannock Academy, was charged with being drunk in public.  She was released on a personal recognizance bond and has an October 7, 2011 court date.

  • On August 20, 2011, Deputy W.D. Lipscomb charged Carolyn M. Henderson, 28, of Fredericksburg, and Traveyan L. Chambliss, 26, of Fredericksburg, with additional charges that stem from a felony eluding that took place on August 11, 2011.  Henderson was charged with felony conspiracy, aiding and abetting an escape, reckless driving, three counts of failing to signal, and two counts of improper passing.  Chambliss was charged with felony conspiracy.  Both were held without bond and had an August 22, 2011 court date.

  • On August 9, 2011, Deputy B.N. Doucet responded to a vehicle crash in the Ruther Glen area. Upon further investigation, Dean Smith, 75, of Ruther Glen, was charged with driving under the influence and refusal to submit test.  He was released on a summons and has a September 30, 2011 court date.

  • On August 9, 2011, Deputy B.J. Sadler responded to a suspicious person call in the Ruther Glen area.   Upon further investigation, Martina N. Gruhn, 30, of Jacksonville, FL, was charged with prostitution.  She was held on a $500 secured bond had an August 10, 2011 court date.

Brennan conducted a routine traffic stop.  Upon further investigation, Tabatha Johnson, 29, of Hopewell, VA, was charged with possession of marijuana, driving suspended, and having a dangling object hanging from a rear view mirror.  She was released on a summons and has a September 14, 2011 court date.

  • On July 19, 2011, Investigator B.L. Fedder, upon the investigation of breaking and entering complaints, charged James F. King, 36, of Woodford, and William L. King, Jr., 35, of Woodford, with multiple counts of breaking and entering and grand larceny.  Both men were held without bond and have pending court dates. 

  • On July 20, 2011, Deputy S.M. Jessee, upon the investigation of a credit card forgery complaint, charged Denice F. Lindsey, 31, of Ruther Glen, with credit card fraud, identity theft, and credit card larceny.  She was held on a $5,000 unsecured bond and had a July 27, 2011 court date.

  • On July 21, 2011, Deputy F.L. Brennan conducted a routine traffic stop.  Upon further investigation, Andrea R. Bright, 35, of Hyattsville, MD, was charged with reckless driving, illegal window tint, and possession of marijuana.  A passenger in the vehicle, Tehran A. McKay, 30, of Temple Hills, MD, was also charged with possession of marijuana.  Both were released on summonses and have a September 14, 2011 court date.

  • On July 24, 2011, Sergeant C.A. Heywood conducted a routine traffic stop.   Upon further investigation, Felipe T. Delcid, 22, of Stafford, was charged with driving under the influence and refusal to submit test.  He was held on a $1,500 secured bond had an August 03, 2011 court date.

  • On July 27, 2011, Investigator M.M. Ellett, upon the investigation of an embezzlement complaint, charged Michael D. Spangler, 36, of Fredericksburg, with two counts of embezzlement.  He was held on a $2,000 secured bond and had a August 03, 2011 court date.

  • On July 27, 2011, Deputy W.D. Lipscomb responded to a vehicle accident in the Ruther Glen area.  Upon further investigation, Mari D. Harris, 25, of Beaverdam, was charged with driving under the influence and refusal to submit test.  She was released on a summons and had a July 29, 2011 court date.

  • On July 27, 2011, Sergeant C.A. Rozell, upon the investigation of a missing person call, charged Jimmie L. Brown, 18, of Woodford and Krista E. McCormick, 19, of Woodford, with contributing to the delinquency of a minor and obstruction of justice.   Both were held without bond and had an August 1, 2011 court date.

  • On July 28, 2011, Deputy T.P. Connolly, upon the investigation of a missing person call, charged Brian A. Donohue, 20, of Ruther Glen, with six counts of carnal knowledge of a minor, larceny of a firearm, and distribution of drugs to a minor.  He was held without bond and had an August 1, 2011 court date.

  • On July 29, 2011, Sergeant C.A. Heywood conducted a routine traffic stop.  Upon further investigation, Elvis R. Lewis, 54, of Alexandria, VA, was charged with driving under the influence, refusal to submit test, and illegal stopping on the highway.  He was held on a $2,500 unsecured bond and has a August 10, 2011 court date.

  • On June 09, 2011, Deputy R.L. Hixson conducted a routine traffic stop.  Upon further investigation, Samuel L. Anderson, 48, of Ruther Glen, was charged with driving under the influence, refusal to submit test, and being a habitual offender-felony.  He was held without bond and has a June 10, 2011 court date.

  • On June 10, 2011, Deputy J.O. Cecil conducted a routine traffic stop.  Upon further investigation, Zackrey E. Waller, 22, of Woodford, was charged with possession of marijuana with intent to distribute, illegal possession of a firearm, and possession of synthetic cannabinoids.  He was held without bond and has a June 10, 2011 court date.

  • On June 10, 2011, Deputy C.M. Hall responded to a disturbance call.  Upon further investigation, a male juvenile was charged with assault and battery.

  • On June 11, 2011, Deputy J.K. Miller encountered Clarence Williams, 71, of Takoma Park, MD.  Upon further investigation, he was charged with being drunk in public.  He was released on a personal recognizance bond has a July 15, 2011 court date.

  • On April 12, 2011, Sgt. C.A. Heywood responded to a trespassing call.   Upon further investigation, Cecelia M. Garnett, 45, of Rappahannock Academy, was charged with unlawful wounding.  She was held on a $1,000 secured bond and has an April 18, 2011 court date.

  • On April 12, 2011, Deputy W.D. Lipscomb conducted a routine traffic stop.  Upon further investigation, Travis L. Dukes, 24, of Pikesville, MD, was charged with driving under the influence and driving revoked.  Dukes was also wanted for a felony probation violation in King & Queen County.   He was held without bond and has an April 13, 2011 court date.

  • On April 15, 2011, Sgt. C.A. Heywood responded to a call in the Woodford area.    Upon further investigation, Garnett R. Davis, 67, of Woodford, was charged with malicious wounding.  He was held without bond and has an April 18, 2011 court date.

  • On April 16, 2011, Sgt. C.A. Heywood conducted a routine traffic stop.  Upon further investigation, a 17 year old male juvenile, of Ruther Glen, was charged with driving under the influence, possession of marijuana, refusal to submit to test and illegal possession of a concealed weapon.  A passenger in the vehicle, Christopher S. Anderson, 18, of Woodford, was charged with being drunk in public.  Anderson was held on an unsecured bond with a May 25, 2011 court date.  The male juvenile was release to his parents.

Caroline County Sheriff's Office Wrap Up


According to Sheriff Tony Lippa, Caroline Deputies made 8 drug arrests, 5 DUI arrests, 2 domestic violence arrests, 62 other criminal arrests and issued 1 animal control summons or arrests during the past week.  The deputies served 210 civil papers, issued 125 traffic summonses, handled 4 motor vehicle crashes, responded to 17 alarm calls, and dealt with 6 juvenile offenders.  The Sheriff’s Office Communications Center dispatched 539 calls for service and handled 1,692 telephone inquiries.  The CCSO also logged 24 calls assisting outside agencies and had 421 self-initiated calls.
